Is there any truth to this? Why would the so called leadership do this again? Who would be affected and when?

Duh, maybe they might post it - because it’s happened again and again and again? Even if not December ( which I doubt) or January, it will most definitely happen again. Prepare while you can.
Yup, employees are at will. That is why they can fire you any time they feel like it. Of course, they usually don’t, but if someone high up doesn’t like you for any reason, chances are you would be better off looking for another job. Working for big companies is often very cut throat. They often use these layoffs to implement personal agendas that is why you will see top performers getting thrown under the bus, it’s not the norm, but does happen a lot.

Yup, ie Williams is a totally “at will” company. Look at the small writing on every piece of paper you’ve ever received from HR. Anytime, anyplace, any day.
Most employees work at will, which means their employers can lay them off or fire them at any time, for any reason that isn't illegal.
I would think that if there were more layoffs William's is obligated to announce, by law if I'm not mistaken.
