Service Level Agreements. They are agreements with the client to answer a certain percentage of their customers calls within 30 seconds.
EVERY ADS client has a SLA and there are large amounts of money to be gained or lost on them.
This practice is standard in most call centers who deal with client contracts.

ADS makes a majority of their money from client contracts and meeting SLAs. Late fees and finance charges are just a bonus.
