His intent for forcing the POTS install is to get dsl. He could care less about the dial tone. It’s using PURA as and end run because his complex is served by a CATV provider on contract. Still doesn’t absolve Frontier from COLR obligations if they still exist. Ready many of the rulings by regulators it seems they think gas and electricity have COLR, but not telco or CATV.
You can build a new home faster than getting DSL installed by Frontier in many areas.
