It’s hard to believe after all that’s transpired Boeing is still performing
Like a high school team instead of an NFL team

https://www.cnbc.com/2019/11/06/regulators-find-gaps-in-boeings-737-max-software-documentation.html

The world’s largest plane-maker submitted documentation in a
key part of an approval process, already delayed by months,
for a 737 MAX software upgrade

  1. S. Federal Aviation Administration and

European Union Aviation Safety Agency officials flagged a number of issues
during a documentation audit over the weekend at an FAA facility in
Cedar Rapids, Iowa
Boeing’s paperwork was incomplete and substandard and meant regulators
could not complete the audit, a crucial step before the plane can be certified
to return to service.

Boeing was also careful to say the timing is out of its control: It's up to regulators.

the company didn't indicate whether that approval will come from one regulatory body, like the Federal Aviation Administration, or several. Some global aircraft regulators have hinted, for instance, that they may not re-approve
