A lot of supervisors are telling Nevada employees they are up for a raise, then managers shoot down the notion point-blank. Meanwhile, supervisors breach protocol to give their sensually intimate partners - or would-be partners - and friends raises. The latter has been happening for a long time. The former just began to ensue. So maybe their arses are on the line, or they are sweating layoffs. The supervisors that really do want to facilitate a merit system, rather than the feudal system that seems to prevail, are additionally suspect concerning favoritism; Humans...........
