manager told me 2 is the new “3–meet expectation”. Is that true? or just indicates I will be let go in the coming lay-off, if any. I never had a less 50% score like 2/5 since I joined Q.

Unlike Yelp! where you can give as many 5 star ratings as you want, Qualcomm HR really forces us to use the full rating scale according to their expected distribution percentages. 2 is still a favorable rating... not as favorable as higher ratings, obviously, but favorable nonetheless. There should be something (or some things) that you could do to earn one of the higher ratings in the future – ask your manager. Don't worry too much about it. You know where you stand relative to others in your title. You want to climb up to higher ratings? Work with your manager to figure out how you can do that.

according to voting in blind, AR19 was extremely generous with 5. About 40% people got 5.
that was much more than before. but this time 5 doesn’t mean you get promotion. company has increased bonus pool and tried to make majority people happy. 2 only takes no more than 5%
seriously, no bonus and RSU for 2 scorers? the best of AR19 is yet to come!
2 is not the new 3. It also means that you are not eligible for stock/bonus, so that is a big difference from the 3 of the past.
If you get a 2, then you basically s— at your job. You are low hanging fruit and are prime for layoff if that is coming. You should prepare your resume.
2 means you are not among key members in your team. no efforts were made or necessarily to be made to retain you in Q. Either you staying or leaving doesn’t matter your sr director. This may not indicate you are on short list of lay off but for sure means you won’t have a career here in near future.
If I were you I would know it is time to polish my resume.
HR forces a bell curve and it really screws larger teams. If you got a 2 and if their is a RIF you will be gone. I wouldnt stress about PIP ... I would stress that an id–t is an EVP of HR.
2 means you met expectations, formerly that was a 3 rating but they re-baselined it to be the 2. That said, that's like getting a C in school. Sure you're "meeting expectations" but you're definitely not doing something right.
2/5 is on humiliating level for sure.
2 means you ranked in the bottom 10%. That's almost a PIP. Evaluate why you received the 2. It might be you deserved higher, but you were awarded the low rating so your manager/director could meet the bell curve and GPA.

Our guess is HR uses this for future layoffs. They don't tell us that, it's just our easy guess.
2 means meets based on new HR standard.
But at all other parts of this world, 2 out of 5 is not meet, no matter it is a work performance, or school exam, or Amazon customer reviews

2 means for the most part met expectations, just a couple of minor issues or screw ups during the review period. For a 3 you need to exceed expectations for the title. Sorry, we need the 2's to meet stats.
2 means not meet,you may start to look for a new job and wait for a package
