If I am not happy and have evidence to back my claim for a higher rating what's the best course of action?

I've done it multiple times. Never heard a word from HR, manager, manager's manager, no one. Nobody gives a sh–.
My department has several directors. Each director had to give at least one 2 rating going into VP merge meeting, even though it wasn't merited. There the 2 rating could get moved between directors, but our department still had to have the dictated number of 2s. For god's sake, if you got a 2, seriously consider IOS or job hunting elsewhere. You don't need that treatment at Qcom or anywhere.
Calibration only works to keep managers from giving employees too high a rating. It does not help when a manager gives a low rating. The other managers across the conference table jump up and down inside when they see that because it helps out their employees.
I hesitate to give advice as every case is different. In my case I took my review to our Dept VP, 3 levels above my manager. I had what I consider a solid reason, based on my managers honest words to me. In the end it worked for me, they made it up to me in future reviews (no affect on the cycle I protested).
Let me be clear, I would have quit had the response been different. As it was I almost quit, easy enough to find another job and save my self respect. Do you respect yourself? Can you sleep at night knowing you were done wrong and did nothing to defend for yourself?
OP here, I think my manager sold me short..he had 3 other reportees my grade. That's 50 percent of all people my grade under our VP.

checks and balances may protect you only so far. Everybody in the room has his/her own list, and these reviews are zero sum game - meaning even if they have identical twins, they will still have to fit them to the curve. So if your manager hates you, and short changes your performance, nobody will sweat too much. Even if everybody thinks you are at 4, and your manager says - 3, unless somebody else in the room is your BFF and is willing to give his own candidate performance rating of 3 (instead of 4), you will end up with 3.

You can only dispute your review when you get it for acceptance. If you check "partially agree" or "disagree" your HR person will contact you. Your manager will not appreciate it, and most likely nothing will change. Your performance is discussed at a meeting with all the managers in your group, there are lots if checks and balances to ensure fairness. By the way, I'm not an HR person.
You can, but, don't expect any changes. It's just waste of time and energy. Leave asap instead.
