Quality needs to be more than a tracking/reporting organization. That is an easy job, quality employees need to trained to shoulder more.
For example I do not think there are an ASQ certified reliability engineers in Quality.

Coincidence but a couple off days ago I sliced my knuckle on my right hand pretty badly while getting my phone which fell under the passengers seat of my 2017 Taurus. That was the first time since I owned the car that I had to search under one of the seats.
It means that Ford needs to Focus more on Quality. There is no Escape from the company's latest Excursion into number of user issues and complaints. A deeper Probe will need to be made into how it made this Continental mistake. Hopefully this won't leave black Mark VIII on its Quest to Aspire to be the world's Premier Automotive Group.
