Was Manuel's departure related to the new CIO that was just named?

its beyond awful. and it's getting worse.
manuel is gone and will probably be the first of many of the emelia gang to be shown the door. the data and analytics org ive heard is the worst. terrible ny leadership and nobody willing to do anything about it.
I was a long term contractor and was told I was done Q3 for no apparent reason. This place is a sh– show if I've ever been to one. They have 17 people doing the work of 2.. so many levels of directors not directing anything.. I'm so glad to be out of this prison.
Word is that Manuel, the head of Architecture, left on Thursday yet there is no announcement. So much for transparency. He supposedly sent an email to his department that just said "goodbye, here is my personal contact information".
Nope.
