Yeah layoffs are frequent so they layoff small amount of employees at a time so its under the radar. But the layoffs mostly are done out of spite or retribution out of a perceived slight. Since it's done out of malice you need to demand better severance as a result. Don't be shy and show your worth.

At splunk you get a months severance for each year worked. Cobra is paid for each month based on the number of years you've worked. 3 years equals 3 months etc.

You must negotiate because layoffs are done even if you were a highly productive person as most layoffs are done because of jealousy and retribution against you. Demand more months and cobra and/or demand your quarterly bonus be paid out. Because they will try to not pay out your bonus to screw them over. I was a highly productive individual and they had to double my bonus for the quarter because I called them out on it. Or else they will try to cheat you.
