With the new organizational structure, will all positions be “open” with everyone having to apply for the same jobs. Or was the email referencing the open positions left by those who took the VSP?

APC employees should find an employment law attorney now. Preferably one that will handle a lot of these cases for legal efficiency and effectiveness.
If one applies for an open job and succeeds then that does mean his responsibilities have been reset. Make sure you like what you get into.
Much rather they "encouraged" me to leave.
Best thing to do is no one apply for any of the open positions and then get laid off with CoC.

That is the million dollar question. So much ambiguity in the wording, of course it’s by design.
