The program is so bad the cashiers have to be paid extra to sell some. Just let the customer use your employee discount now that anybody can get one.
If anything higher than the cashier it would be a bonus if X% of stores hit targets or if X number of sign ups in district/region.

The cashier should be the only one getting the money. They are the ones selling it.
