When could the cuts start?

Does anyone have a clue when the cut will start at a larger scale?

Legally Broadcom is not allowed to have any influence over Symantec until the deal is complete. In the case of CA, there were no "major" layoffs before the close. That doesn't mean it will not happen, as CA did lay off about 800 people right before the acquisition was announced(but already in the works), and about a hundred more right before it closed. The people let go before the close had known their fate for months. If it goes the way CA went, if you aren't in R&D or sales/pre-sales expect to probably not stay. You might get transition, which will include a nice bonus, but not a permanent position. If you are in R&D, it will largely depend on the product you work on and/or your division. Hock has a formula. If you meet or are under his number you are likely good. If you are over, all bets are off.
