I am confused. If they don't offer a job on Nov 4th, then I am unemployed. Why will I not get the unemployment benefit.

You can claim unemployment, former CA'r. BRCM usually pays out severance within 60 to 90 days so there will be 2 to 3 months where you don't have any income.

While this could vary from state to state, the severance package paid out is considered to be a 'severance package' and not 'wages'... and therefore you should be able to claim unemployment benefits immediately. If a company pays your severance out over an extended period of time after you no longer 'work' for them, it might be considered 'wages paid after employment' in which case you can't get unemployment benefits until the severance payments end – but this is not the case for Symantec employees getting a package.

Check your state's unemployment website. Every state has it's own rules.

It varies state by state - in my state severance is not counted against your claim but claim payments don't start until that severance amount is used up. for example if you have a two week severance after being let go, it will be two weeks before you benefit payment is made.
