Is there any way I could volunteer to be laid off?
My past performance is good and I don't know if they will wipe out our current project.
So I want to volunteer and get the severance package, and in turn save someone else.

I think if you're not in H1B bucket, you can work out with HR. Last I heard, folks with immigration dependency don't qualify for this benefit. Lot of folks have done this, of course they don't advertise it. Time to retire I guess.
Why not just ask you manager or HR once things clear out?
Just leave the company. That way your position will be considered an attrition. And the other guy maybe save his job.
of course you cant ask for a severance in that case.
