A coworker of mine was laid off on Monday and I know they were very upset and weren't able to collect all their personal things before being walked out.
Are we allowed to return their personal items or does hr have a process?

Open garage sale.
Just label them so they are not lost. Wait until things settle down. Don't do anything without checking with your manager/HR.
At least box it and put their name on it if possible.
Get it to them if you can.
That's just kind.
if its clearly their stuff and not gm property be a friend and get it to them somehow if gm is not going to ship it
In 2009, they told people in my group that their stuff would be shipped to them or returned by other means. A few weeks later, I watched my EGM clean all their desks and cabinets and throw all their things in a rolling dumpster. Don't believe GM on this one.
@Xu52VQ, I'm sure more people would like to know the answer to this, so I'm tagging this thread: #GOLD #layoff #personalitems
How to return items left behind by people laid off?

If its not much and around their desk area, I would be a good friend and collect it and return it to them.
Being laid off, in a million years I would not ask management to send me back my stuff. They can keep it. I personally am mad to the attitude of my manager during the few weeks preceding my layoff. I will keep the rest of my thoughts about his attitude to myself and just share it to an attorney.
i heard an executive say to a guy being let go that "we can ship that to you".... i think if you ask your manager GM is making it possible to ship stuff to people let go
