Would you please describe how PIP process is executed ??

@1vju is correct, you are lucky indeed...
a) Yes, you are on your way out
b) Yes, you are very lucky to get an advanced warning
By the way, as odd as this may sound, consider yourself lucky that IBM has given you advance notice of your impending departure. Many employees do not receive such an unambiguous signal and are simply blindsided by their manager when the layoffs start.
@H7t2K0a - I would not even bother to recover...
It is extremely hard to come back after a PIP, I am yet to see a successful one.
If they have flagged you are pretty much done, it's just a matter of time...
I'd spend my energy on finding another job (instead of trying to recover)...
The process should be laid out for you by your manager. Based on the many comments on the various discussion boards, it's basically a ploy to downgrade your rating so that IBM can justify firing you. So if you were put on there for that reason, there may not be much you can do. Others have reported that they met all of the "personal improvement" guidelines and then were put on the RA list anyway, and fired. IBM does this to justify to US congress that US workers are too far behind on technology, stupid, and lazy and as such they need to bring in more H-1B foreign workers to replace them. I don't want to be mean or upset you, but you have to face the reality of what IBM has been doing to people. This is a very common thing for the last two years or longer. I'd spend your time improving your resume and searching for a new job while you already have one. It's much easier to get a job while you are still employed.
