As far as 911, ummm, I don't want to be rude but that's a very strange compassion. The tragedy of 911 wasn't that the towers were hit by planes. It was that lots of people were killed.
In this strange metaphor, the dreams of students were ruined long before Kamala Harris was even elected CA AP. Students hopes and dreams have been killed by CCI for over a decade. The tax-payers' money never went to their education, it went to CCI who used most of it to lobby against those very dreams and hopes you mentioned.

But that is not "akin to another 9-11." And she wouldn't really even be a job killer because no matter what Heald is facing massive layoffs with the lack of any new or reenter students this quarter. No one knows if there are even going to be students for a mid-quarter start.
