Everyone must head the wise words of the OP.

The company will let go 8% of the workforce. It's 100% true.

Or.

Those in the 8% will be in a program to help them improve, which most of them do.

So in the end 8% are not let go, but a much smaller number.

I must admit that when I watched the HR video on the intranet I was shocked. I could not believe the perfectly clear transparency when our leadership clearly stated that 8% NSI is a mandate for 2021 performance assessment program. This is a very unique transition for our leadership being so clear in what the quotas are for performance assessment process in 2021. I am very thankful to now know this very well articulated reality as it will very helpfully inform my decisions. Maybe I am wrong .. but 8% mlrp in 3q2020 ... and 15% voluntary and involuntary in 4q2020 ... seems to add to appx 23% reduction in 2020. Now add another 8% mlrp in 3q2021 gets us to nearly 30% reduction of staff in just under 14 months. The commentary of 90% pass PIP does seem a bit of a stretch in ridiculousness in commentary from sr leadership, and somewhat opaque; as others have mentioned, as the vast majority took PIL. As many have stated the real metric is the ratio of whom remained after being informed they were on PIP and those that took PIL of retirement to avoid the headache and heartache of a PIP program. Sad to see the filtered and opaque messaging as spin doctors take a turn at being the DJ of a broken record ... this not good for organizational health and seems such a disservice to so many employees whom have given their lives and blood to a corporation they once believed in or did until they watched this new video. At least thank you for transparency going forward ... it is better knowing that not knowing. Best wishes to all of the dedicated employees of XOM.

Makes sense. Electric cars are taking over this decade whether we like it or not. The demand for gasoline and oil will still be there but no where near what it was 20 years ago. EM has to shrink in order to survive.
