Why is the interim CCO listed as Belgium home office when he lives in England? Are taxes better there?

PPA was hired because HR failed to complete a simple background check for him.
In the least, 99c on beenverified, truthfinder, peoplecheck, intellius, checkmate or peoplelooker would have exposed a laundry list of junk that would have given enough signals to reject him.
It appears the direct complaints to the C-suite and concerns documented on many forums, including this one, could not be ignored any longer.
