Executive churn. No product and engineering focus. Did not get and retain top talent. So, you had acquisition after acquisition where the best people bailed even before the integration. Afterwards, even those who gave CA a chance just got frustrated and left as soon as the b---s--- politics faced them. Then the downward death spiral. Products couldn't keep up with competition. Bad management put more pressure on those remaining, pulled in nonqualified people just to have people writing code. Move product to India at the end, where the poor guys there receive sh-- code with no documentation, no support in the market. I will never work for a company like this again.
